This structure is the key structure for starting your Settlement. From here, you can upgrade towards your City. In order to found your Settlement you have to walk to your desired location and place down your Founding Settlement item. Don’t be afraid though! You can upgrade your Settlement in another culture zone if you wish to relocate to a different location.
When you’ve done this your Camp structure will be instantly built, and you can start preparing the upgrade to a City.
Before you can make the big move to a City you will have to complete a few tasks.
Nearby the un-built farm you will find a farmer, but in order to unlock your farm you have to do some easy tasks for him. Once you’ve unlocked it, you will have to place seeds to get bread which you will need later. The farm will use the default game speed and is not using any farm rules.
Below you can see the quest. In order to deliver the items, press the quest you wish to process and deposit it by putting it into the deposit panel. NOTE: You cannot shift-click items in, so you have to do it manually.

Just like the Farm, you will have to do some easy tasks to unlock the Sifter. Once you did, you are able to get some ingots and Jewel Shards which you will need to craft into a Jewel which is required later to upgrade your Settlement.

Like every other upgrade, you will need to do some easy tasks to unlock the Mob Hunter. Once you’ve done this, the spawner inside will spawn some barbarians! Kill them to get some nice income, but also to get some barbarian heads which you will require later to upgrade your Settlement.

So, you want to upgrade your Settlement? Give him all the required items, and he will start crafting your Upgrade Settlement item. Once you’ve done this, he will spawn a hologram above the NPC and he will be busy crafting for 1 hour. At season launch, it will require at least 2 hours of waiting before the first Settlement can get the crafted item. The item will be mailed to the Founder of the Settlement once it is completed.
Example: You gave all items 50 minutes after the first Settlement has been created. This will mean that the manager will be busy for 1 hour and 10 minutes.
In order to start crafting the Upgrade Settlement item, you will have to finish following quests;
Deliver Jewel
Deliver Bread
Deliver Barbarian Heads
Once a City or Civilization expands its borders, and you are too close (3 zones or closer), you will have 24 hours to pack up your stuff and re-locate your Settlement using /build camp. If you don’t do this, then your Settlement will be disbanded and the founder will be given the Found Settlement item back.
Once you have gotten your Upgrade Settlement item you can choose to find new lands to settle, or you can choose to upgrade your Camp into a Town-Hall. You can build them ontop of eachother if wanted, or somewhere else in the zone.
Constructing the Town-Hall will be instantly done once you start the upgrade.
