Vanilla Minecraft Growth has been globally disabled on the server for Wheat, Carrots, Potatoes, Beetroot and Nether Warts. Instead, players must build Farms in Towns in order to grow these crops.
The Farm is a Tile Improvement which takes up an entire chunk. The rate at which crops grow on this plot is controlled by the town's growth modifier which is controlled by various buildings/wonders/governments/culture in effect on the town. Growth on farm plots differs from standard Minecraft growth in a few key ways which will require players to re-engineer common farm patterns that they are used to. Below are some of the technical details for how farms grow crops.
Whenever you placed all your crops on your farm you will be required to do /t savefarm to save the farm-design. If you don't do this your farm won't grow.
You cannot place farms inside of Mountains biomes.
Building your farm in a Plains biome is very beneficial since your growth rate on that farm chunk will be increased by 50%. Your farms will grow once every minute.
Your Growth on a farm is calculated by your Growth in your Town. The formula for 1 minute of Growth is Growth / 60. This is rounded down to the nearest whole number.
Example: Your Town has a growth rate of 1000.
1000 / 60 = 16.6666 (Rounding down -> 16.00)
16 * 1.5 (Plains Biome) = 24.00
This means that there will be 24 crop ticks, meaning 24 stages will be divided over the crops of your saved farm.
A farm chunk is a full chunk, but you can expand your farm by building more layers on top of it.
NOTE: Building any layers under your farm and saving it won't work and the crops won't grow!
You can have a maximum of 10 layers above your farm before you have to build another farm if you wish to get more output. You have to be careful though, since adding more layers won't make it grow any quicker. This is because the growth is split between separate farm structures, but not between farm layers.
You can only build up to 50 blocks above the bottom layer of your farm as well. Your farm won't grow any crops above that.
Farm Rules is a special mechanic to get more yield from your crops in a smaller space. Figuring out the best farm design for your case might take some brainwork, but it's worth it since you will require less layers on your farms which means your crops will grow way quicker.

Below are the descriptions of the farm rules.
Increases Wheat yield by 50% but reduces Growth Rate by 35%.
Gives a +3 Potato bonus if the potato crop is exactly next to 2 crops of the same kind.
Gives a + 1 Wheat bonus for each adjacent wheat, but removes all bonus if surrounded by 4 wheat
Gives an extra carrot for each different type of crop around it. You can stack this up to +4.
Gives a +2 Beetroot bonus if the Beetroot crop is exactly next to 1 crop of the same kind.

You cannot destroy Farms during War-Time, so they are not very important to defend.
