The Capitol is a special structure in Empires & Emperors that represents your civilization's central government.
You can build a Capitol whenever you wish to upgrade your City-State to a Civilization. Doing this will allow you to settle new lands using [[Settler_Emperor|Settlers] and build World Wonders. Be sure you build the Capitol in the first Culture Zone you've claimed since you cannot build it anywhere else. It also comes with risks since other Civilizations can declare War on you. If that Civilization pillages your Capital during war, all towns in your Civilization will be pillaged.
For 75,000 coins, you can move your Capitol to another location in the first Culture Zone.
Upgrading your City-State to a Civilization will remove your old Town Hall so be sure to empty all chests and storage there. Also, all 16 chunks of the Capitol need to be within the current Culture Zones in order to place. Currently it's not possible to place your capitol inside your Town Hall, so be sure to pick 16 free chunks!
In order to build a Capitol, your City-State need to meet some requirements.
If you meet those requirements you are ready to build a Capitol to upgrade your City-State into a Civilization!

It's very important to keep this structure safe during War-Time since it's the main structure for your entire Civilization! If all control points are destroyed, all your towns will get pillaged as well!
The Capitol includes several unbreakable beds, chests, furnaces, 8 Arrow Towers and Trade Goods Sockets. Once the Capitol is done building you can start using these features.
The Trade Good sockets are the same as in your previous Town Hall, and will allow you to bring Trade Goodies in from Trade Outposts to greatly benefit your civilization.
The Capitol is the Town Hall of the Capital City. You can only have 1 Capitol in your Civilization at a time. It is 4x4 chunks and has 8 arrow towers along its four corners to make it more difficult to pillage.
The Capitol plays a key part in war. Firstly, the Capitol is the spawn point for all Capital town members during a war. Additionally, this is the building your civilization must defend or pillage during a war in order to win.
Each capitol contains 8 control blocks inside them. During war these will all need to be destroyed to destroy the capitol.
When an enemy destroys all 8 controls blocks of a capitol it results in the civilization being pillaged. More info in War.
You can upgrade the arrow towers inside of the Capitol by upgrading the Arrow Towers.
Whenever you level the towers, your other arrow towers will be leveled as well.
To level up to the next level, your town requires one of the following technologies; Foundation, Urbanization, Politics, Engineering.
