The fishing boat is the sea equivalent of the Trade Outpost. In corollary to the trade outpost, fishing boats must be built on top of water trade goods, and will take up the entire chunk. One major difference between a trade outpost and a fishing boat is that fishing boats require the Shipyard structure to have been constructed for the town. It has the same limitations as the Trade Outpost. Each Town can support 2 Trade Outposts, Fishing Boats, Merchant Outposts or Merchant Ships per era. So if you are in the 3rd era you are allowed to build 6 Trade Outposts, Fishing Boats, Merchant Outposts or Merchant Ships. (example: 4 fishing boats + 2 trade outpost for era 6)
Whenever the structure is done building it will spawn a Trade Goodie inside the item frame. You require to be a town's founder, leader or assistant or the Civilization's founder or leader. Note: They can only retrieve the goodie if they have permissions on the plot.
After you retrieve the goodie you will have to put it in one of the item frame inside your Capitol or Town-Hall.
See the pages on Trade Goods for more information.
