The Mage Tower is a crucial part of your defensive capabilities. It deters enemies from tunneling into your territory by shooting at players which are underground. If positioned correctly it can be great at defending important locations like wonders. Keep in mind while placing your Mage Towers that they must be at least 105 blocks apart. The Mage Tower automatically fires upon players who are outlaws or members from hostile or at war city-states/civilizations.
Single enemies can be outlawed using the /town outlaw add <NAME> command.
It's very important to keep this structure safe during War-Time since it's a crucial structure to help you defend against attackers.
To level up to the next level, your town requires one of the following technologies; Foundation, Urbanization, Politics, Engineering.

Level 6 requires The Colossus.
Damage Dealt is quite straight forward. This stat is the damage the tower does whenever the player has been hit the Mage tower. It's counted in half hearts. (2 damage = 1 heart)
Range are calculated from the middle from the structure to the player. If a player is outside of range the tower won't shoot.
Fire Rate means in seconds how fast the Mage tower can shoot. If you have a fire rate of 1 this means that the Mage tower will shoot 1 beam per second.
Whenever you are hit by a Mage Tower and the Mage Tower can reduce your food level, it will reduce the amount of food it can remove.
Every time you get hit by the Mage Tower you gain Mining Fatigue II for x seconds. The Duration Effect says how much x is.
