There may come a time when a Civilization becomes so dominant, that a winner should be declared. Winning a game of Empires & Emperors is not easy, but it is possible. When someone has won the game, the map will be reset, and everyone will be able to start again on equal footing. This should allow new players to get in on the ground floor, and come up with new interesting strategies from what they've learned in the previous season.
In order for a Civilization to win, they will have to get 40 Victory Points and hold 40 Victory Points for at least 1 week. You can gain Victory Points several ways.
If multiple Civilizations have reached the 40 Victory Point milestone, the one with the highest amount after 1 week will win the season!
You gain 1 Victory Point when a town in your Civilization reaches Culture Level 5 and 10. When reaching Culture Level 15 you gain 3 Victory Points.
Your Civilization can gain these points only once. This means when multiple Towns reach Culture Level 5 you won't get extra Victory Points.
Whenever your Civilization enters a new technological Era when being a Civilization, you will gain 1 Victory Point.
You can also gain 3 Victory Points whenever you've researched the Enlightenment Tech.
Whenever you pillage an entire Civilization you gain 1 Victory Point. This can be increased by 3 Victory Points whenever you have the Offensive War Policy .
You also steal 25% of the Civilization's Victory Points whenever you pillaged them.
Whenever you've finished building a wonder, you will gain 1 Victory Point. There is an exception for the Council of Eight. If you finish the Council of Eight you will gain 3 Victory Points whenever it's finished and weekly at the Victory Event you will gain another Victory Point if you still own the Council of Eight.
In the Capitol structure there is a Victory Manager where you can buy Economic Victory Points from.
The formula for the cost is 500,000 * (1.5 ^ amount of bought victory points).
Whenever you've bought a Victory Point there is a 7 days cooldown until you can buy another Victory Point.
Every week at a set time (viewable in /civ time) there is an event called "Victory Event".
At this time the Dynamic Victory Points are given out to the Civilization that has generated the most stats.
You can view the top 3 civilizations of each class in the Victory Manager. There are several types of Dynamic Victory Points.
